We've never done this type of art project before, but it was great fine motor practice, and the result was impressive! Older toddlers or preschoolers can do this craft, with varying levels of help. I think that kindergarten or elementary students could complete this craft mostly on their own! Directions for this craft are probably not needed, but here they are, just in case!

Directions
Draw an outline shape of the Eiffel Tower on your construction paper. Don't worry about being precise-- anything in basically the right shape will do!
Cut straws of varying lengths for your child, or have them do the cutting.
Have your child glue straws over the outlined shape, filling in the space.
Let dry and display proudly!
